Rules for customs clearance of humanitarian aid in Ukraine are simplified

The Cabinet of Ministers has simplified the rules for the import of humanitarian aid to Ukraine. A number of countries are ready to let Ukrainian vehicles through without international permits. The procedure for passing humanitarian aid across the border will be simplified as much as possible. For the period of martial law, to import such cargo through customs, you just need to fill out a form.

The State Customs Service and the State Border Service for the period of martial law will ensure the immediate passage of humanitarian aid across the border. The bureaucracy has been removed as much as possible, but queues are possible due to the growth in the number of humanitarian aid shipments.

Bulgaria, Georgia, Romania and Turkey have already confirmed their readiness to let Ukrainian vehicles through without international permits, which simplifies the logistics of humanitarian and military-technical assistance to Ukraine. And Germany, Slovakia, the Czech Republic and Austria will provide free travel for all citizens of Ukraine on their own railways.

How to clear body armor, helmets and armor plates in wartime

During the wartime in Ukraine, the issue of customs clearance of goods with bulletproof vests, helmets and stoves was settled. Such goods have recently been equated with humanitarian aid. The law provides for their first-priority free simplified declaration with the obligatory affixing of the stamp "Humanitarian aid. Sale is prohibited" in the shipping documents, cargo customs declarations, certified by the stamp of a customs officer. For import to Ukraine, you need to fill out only such a document as the right to a list of goods defined as humanitarian aid.

In order to ensure high mobility and movement of personnel, property of the Armed Forces of Ukraine and other military formations, vehicles of high cross-country ability (exclusively off-road vehicles, minivans, minibuses; this does not apply to sedans) are allowed to pass through the state border at automobile checkpoints. In order to determine common approaches and prevent delays in the registration of this category of vehicles, the following sequence of actions has been worked out, namely:

• upon arrival at the entrance to Ukraine, a citizen driving a vehicle passes passport control in accordance with the established procedure, for which a passport and any document on the vehicle are provided for the purpose of its identification;
• later, when passing customs control in accordance with the resolution of the Cabinet of Ministers, the driver (declarant) fills out a Declaration on the list of goods recognized as humanitarian aid, which indicates the full name of the declarant, the full name of the driver (if it is more than one person), the make and number of the car, the sender , recipient and checkpoint; further, in the Type of assistance section, the data of the vehicle itself is indicated, indicating the brand, model, VIN code; the car is issued by the customs inspector as a commodity (humanitarian aid).

A mandatory requirement is that the driver (declarant) have documents (letters, appeals) that will confirm the recipient of humanitarian aid and the purpose of import;

• the declarant also enters information that he undertakes to remove this vehicle from the register;
• After passing all types of control, the car leaves the checkpoint

A separate procedure for passing through the customs border of Ukraine is applied to armored plates. From now on, they need to import only a letter of guarantee from the end user. Below is a template for this letter and instructions for filling it out.

Full instructions on how to donate humanitarian aid

Form a humanitarian cargo abroad, grouping it into separate groups of goods (food, medicine, household items, personal protection items, etc.) and form a list of them.

Collect shipping documents for the cargo (if any) and hand it over to the person who will accompany the movement of this product across the border (in particular, the driver).

At the checkpoint at the state border, the person transporting this product (accompanying the cargo to the destination) must declare the goods being transported by groups of goods in the prescribed form and, together with the available shipping documents, provide it to the customs official.

Declaration of goods being transported should be carried out separately for each vehicle by which humanitarian aid goods will be delivered to their destination.

After completing customs clearance and passing the vehicle, deliver humanitarian aid goods to their destination.

• Recipient - Name, number of the military unit or subdivision of the TRO.

Specify the list of cargo, the number of packages, boxes, check all these data with the supplier. The declaration is filled out in advance, in duplicate, this can be done by the driver by hand and he can sign. Customs will take one form, the second with a customs mark will remain with the driver. The second copy is photographed by the driver and sent to the volunteers, the paper original must be kept for reporting purposes. Any other documents, permits, letters from ministries, administrations, etc. bulletproof vests and helmets are not required for import into Ukraine. But it is better to have a letter of guarantee for the goods, just in case.

Some manufacturers, through the nuances of the country's legislation, can sell such goods only through the conclusion of an agreement between the aid fund and Ukroboronprom, which indicates that it is the state that is the end consumer (this is also called the End User Certificate). This, of course, affects the speed of assistance. You also need to have an official letter of request for products from the military unit.

Also, do not forget about the responsibility for violation of the law, the use of humanitarian aid for the purpose of making a profit entails criminal or administrative liability.
